First, I refer you to nipsonsnips' fanpost from a few weeks ago. Intriguing idea, but most teams would probably overpay for Mills due to his recent success and well, they haven't learned from the bucks signing of Neal this time last year. Hinkie is definitely not overpaying for a backup guard anytime soon. Also, we (probably) aren't actually trying to win games this year so why try and make the team better?
However, Mills just had surgery. He should miss at least the first month of the season. This should drive his price down. We have no problem taking on injured players who could be good in the future. He wont help us win games if he is hurt for a while so we can stay in the lottery (not that mills alone is taking us out of the lottery). We would have a tradeable player or just a solid veteran for when we actually are good. You can never have enough shooters and frankly we don't have any shooters. This goes along with using our cap space somehow. Also, Bret Brown and Patty Mills already have a good relationship and speak highly of one another, so perhaps Mills would be willing to come join our rebuild.
Altogether I doubt this will happen because: Mills is projected to only miss 1 - 2 months of the season, we essentially have a younger mills in papyjack, and it looks like he will resign with the spurs. Still an interesting option though.
